Title XIX Waiver Program

The Medicaid Title XIX I/DD Waiver Program is a federal program designed to deliver services to individuals in their homes and community as an alternative to receiving services in an Intermediate Care Facility for individuals who are Intellectually Developmentally Disabled or I/DD.

Foster Grandparent Program

The Foster Grandparent Program is a volunteer program that offers seniors aged 60 and older a paid non-taxable stipend to serve as mentors, tutors, and caregivers for children and youth with special needs.

Emergency Repair and Replacement Program (ERRP)

This program provides assistance to households at the federal poverty income guideline in need of emergency heat and may also repair or replace malfunctioning or non-operable heating units, or install new systems. 

Our Mission

The Council of the Southern Mountains strives to provide quality services and opportunities to help people overcome the causes and effects of poverty and achieve the dignity of self-sufficiency.

As the agency meets the needs of the changing society and the population shift, CSM continues to fill in the gaps through direct services and referrals to other agencies.

Retired and Senior Volunteer Program (RSVP)

RSVP is America’s largest volunteer network for people aged 55 and over.  There are over 500,000 volunteers across the country who are tackling tough issues in their communities.

Foster Grandparent Program

The agency operates the Foster Grandparent Program with 60 volunteers serving over 250 special needs children in four southern West Virginia counties along with the Retired Senior Volunteer Program that has over 800 volunteers serving disabled veterans.

Services to the Community

The Council of Southern Mountains operates the Community Services Block Grant (CSBG), which has served over 3,000 families this past year through food pantries, transportation, seasonal food allocations, clothing, services to the elderly and disabled, energy assistance, and housing referrals.

This program aims to achieve the highest level of independence and self-sufficiency possible for those who are intellectually developmentally disabled.
